Just before the Thanksgiving break Mayor elect James Kenney announced his latest round of appointments, this time for Commissioner of Licenses and Inspections and Streets Commissioner.

David J. Perri, who currently serves as Commissioner for the Streets Department of Philadelphia, will start as the new Commissioner of Licenses and Inspections under Kenney’s administration.  

“I have unbelievable faith in him, his reputation is stellar and he knows every department in the city. L & I needs to be about public safety first, people need to be safe when they are walking down the street, when they are working on buildings, when they are walking by demolition sites,” Kenney said about Perri’s appointment.

He previously served as Chief Engineer and Surveyor for the Streets Department and the Deputy Commissioner and Chief Code Engineer for the Department of Licenses and Inspection.

Kenney also announced that Donald Carlton will serve as Streets Commissioner.

Currently serving as Deputy Streets Commissioner where he has oversight and management of the city's Sanitation Division, which includes a workforce of more than 1,200 employees and is responsible for conducting an integrated solid waste management system.

“I look forward to continue to pursue clean green streets, safe passages on city roadways and bridges.  This is a challenge that I am eager to take into action and evaluate safe and efficient ways to service the city, exploring safe and efficient technologies,” Carlton said at the announcement.

His career at the Streets Department spans more than 23 years, previously serving as a Sanitation Operations Administrator, where he was instrumental implementing various programs and initiatives, including the city-wide clean-up after Hurricane Irene and the city-wide implementation of single-stream recycling.
