The presidential emergency board appointed by President Obama to arbitrate a labor dispute between engineers and SEPTA held their first meeting on Jul. 14.

The two issues that prompted a one-day strike by more than 400 engineers and electrical workers on Jun. 14, were brought to the table and for now, favor the management.

“The rail workers should get the same 11.5 percent raises negotiated in a five-year contract in 2009 by bus drivers and subway operators,” the board said. “And are not entitled to retroactive raises or additional increase based on a pension boost received by the bus drivers' union.”

According to the provision set by the National Railway Labor Act, a second presidential emergency board could be created.
