Philly named second best run city in US

WalletHub, a financial management website, created a 2015 list of the “Best & Worst Run Cities in America.” It looked at standardized test scores, crime rates and total acres of park land of the 65 most populated U.S. cities, to determined how well each tax dollar was spent on education, police and park.
“We define the best-run city as one that yields the highest returns on all of its public-spending investments,” WalletHub said on its website.
Lubbock, Texas was ranked first on the list of best run cities, followed by Philadelphia (second), El Paso, Texas, (third), Dallas, Texas (fourth) and Pittsburgh, Pennsylvania (fifth).
Fremont, California was ranked the worst run city (65), followed by Long Beach California (64), Riverside, California (63), New York, New York (62) and Kansas City, Missouri (61).
