After months of continuous debate, two different bills moved forward at the City Council committee meeting on Friday.

The first one is a development bill introduced by City Council President Darrell Clarke in September that proposes to put the duties of five agencies under one single department. The agencies include the Planning Commission, the Historical Commission, the Housing Authority, Art Commission, and Zoning Board of Adjustment.

Clarke’s bill requires a change to the city's Home Rule Charter and would have to be approved by voters in November.

The second bill requires earlier disclosures of money spent by super PACs during elections. Under the bill, independent groups would have to disclose the names of their donors six weeks before an election and every two weeks until election day, Philly.com reported.
