PECO’s Doug Oliver to become senior vice president of governmental, regulatory and external affairs
He will officially assume the role in October, following the retirement of Liz Murphy.
PECO announced on June 29 that Doug Oliver will soon be promoted to Senior Vice President of Governmental, Regulatory and External Affairs for the company.
In the role, he will lead PECO’s regulatory and legislative strategy and the company’s community and philanthropic initiatives.
The promotion will become official when his predecessor, Liz Murphy, retires this October.
“I am honored to announce my promotion to Senior Vice President of Governmental, Regulatory, and External Affairs at PECO,” Oliver wrote in a LinkedIn post.
Oliver currently serves as PECO’s Vice President of Governmental and External Affairs, a role he has served in since 2019.
“Doug has consistently demonstrated his unwavering commitment to PECO, our customers, and the communities we serve,” said PECO President & CEO Mike Innocenzo in a press release.
“This promotion is a testament to Doug’s ability to forge meaningful connections throughout the Greater Philadelphia region. I’m confident that he will excel and continue to move PECO and our communities forward, with remarkable vision and impact,” he added.
Oliver has worked at PECO since August 2016, first as its director of communications for nearly two years before becoming its vice president of communications. He served in that role for about a year-and-a-half before taking on his most recent role.
“For the past seven years, I've had the pleasure of working with an exceptional team and look forward to embarking on this new adventure as we continue our work in supporting customers and communities throughout the Greater Philadelphia region,” said Oliver.

With more than two decades of leadership experience, Oliver’s previous roles include serving three different stints at Philadelphia Gas Works as director of corporate communications, senior vice president of marketing and corporate communications, vice president of external affairs, respectively.
He’s also served as Press Secretary for the City of Philadelphia for nearly three years, and ran for mayor in 2015.
Oliver is a graduate of Lock Haven University of Pennsylvania, where he earned his bachelor’s degree in journalism and mass communication. He also holds a master’s in professional communication from La Salle University, and an MBA from Saint Joseph’s University.
As Oliver prepares to take on his latest role at PECO, he will also prepare to spearhead developing and implementing strategic initiatives to enhance PECO’s position in the region, engage stakeholders, and strengthen the company’s relationships with public and private organizations.
In short, he will be responsible for leading the company’s legislative agenda, external stakeholder communications, energy efficiency programs, and economic development initiatives.
PECO is Pennsylvania’s largest electric and natural gas energy delivery company.
