In 2014, the federal government granted about 25 percent of its federal contracting dollars to small businesses. 

The Small Business Administration (SBA) released their annual scorecard on Friday, showing that the federal exceeded its 23 percent goal for the second year in a row. SBA says that small businesses received nearly $92 billion in federal contracts — evidence of some economic recovery since the 2008 market collapse.

In terms of contracting small disadvantaged businesses, the government nearly doubled its expected goal of 5 percent. Contracts with women-owned companies surpassed expectations as well.

In two smaller metrics — including subcontracting disabled veteran-owned small business — the government fell far short of their projections.

(Note that these contracting figures do not factor in overseas contracts, which make up a sizeable portion of the federal expense budget.)
