Kids for Cash: Corruption in Juvenile Justice

Violation of civil rights was called into question when two judges at the Luzerne County Court of Common Pleas in Northeast Pa., sent kids to juvenile prison for minor offenses in exchange for money.
This scandal known as "Kids for Cash" made nationwide headlines in 2008 when former judges Michael Conahan and Mark Civavarella sent more than 2500 adolescents to youth incarceration and allegedly received about 2.6 million dollars from two for-profit juvenile facilities.
As part of their Searchlight Series, the Eastern State Penitentiary invited Marsha Levick, Deputy Director of Juvenile Law Center, and William Ecenbarger, investigative journalist and author of "Kids for Cash: Two Judges, Thousands of Children and a $2.6 Kickback Scheme," to discuss how they played a role in covering the case.
