Governor Tom Wolf announced today the first phase of a new tracking website, known as GO-TIME, for his administration’s efforts to modernize government operations in order to reduce costs and improve services through the Governor’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME).

According to the press release, GO-TIME has identified more than 200 initiatives by state agencies to modernize government operations by increasing efficiency, improving technology and identifying opportunities for agencies to collaborate and share resources. These initiatives will provide benefits including $150 million in savings, reduced processing times, increased convenience and maximizing existing resources.

“In short, GO-TIME is about making Government that Works better for all Pennsylvanians. We’re focused on changing the way business is conducted to assure taxpayer dollars are spent wisely, redundancies are eliminated and customer interactions – in-person, online and by phone – at all levels are improved. These improvements will produce savings for both the current and future state budgets,” Gov. Wolf said in the press release. “Efficiency for GO-TIME is more than a buzzword, and not just arbitrary cuts that scale back important programs that help real people in need – and ultimately cost us more in the long run.

“This tracking website will provide taxpayers with a clear view of both how we’re improving their state government and what methodology we’re using to calculate savings – something past efforts lacked.”

GO-TIME works with agencies, boards and commissions to identify opportunities to share resources, collaborate and engage employees in transformation. GO-TIME also seeks partnerships with external entities to bring new ideas and best practices into state government.

Tax Credits for technology oriented businesses and entrepreneurs

The Department of Community and Economic Development Secretary Dennis Davin announced last Wednesday the approval of nearly $18 million in tax credits to support 239 early stage companies through the Keystone Innovation Zone Tax Credit (KIZ) program.

KIZ is designed to support and encourage entrepreneurship in and around Pennsylvania’s colleges and universities by providing young Pennsylvania companies with a substantial amount of working capital to meet its critical needs.

The program provides tax credits for companies that have been in operation for less than eight years, whose gross revenues have increased over the previous year, are located in a Keystone Innovation Zone, and are operating within a targeted industry sector such as information technology or advanced manufacturing/diversified materials. With a total pool of up to $25 million in tax credits available to KIZ companies annually, applications must be submitted on or before September 15 each year.

“The KIZ program is an important tool that substantially contributes to the ability of young companies to transition through the stages of growth,” Sec. Davin, said. “We need to nurture the talent pipeline that exists in Pennsylvania from higher education to business ownership by providing as many opportunities as possible to support their efforts.”
