A project overseen by the U.S. Agency for International Development (USAID) sent Venezuelan, Costa Rican and Peruvian youth to Cuba in hopes of prompting a rebellion to support political change in the island.

Politico.com reported that the program by the Obama administration secretly sent young workers in a clandestine operation using the cover of health and civic programs. Beginning in October 2009, the participants worked undercover and traveled the island scouting for people they could turn into political activists.

However the mission turned out to be flawed and risky. Although an investigation by the AP found the program went to extensive lengths to hide the workers’ activities, Cuban authorities became suspicious and at one point, the young workers nearly blew their mission.

Nearly a dozen Latin Americans served in the program in Cuba, for pay as low as $5.41 an hour.

According to the AP, USAID continued the program even as U.S. officials privately told their government contractors to consider suspending travel to Cuba after the arrest of contractor Alan Gross in 2009. Gross remains imprisoned after smuggling in sensitive technology.
