A free-market group has ranked Pennsylvania low in economic outlook after subtracted points for taxing the wealthy and maintaining policies that support workers' rights.

The American Legislative Exchange Council (ALEC) has ranked Pennsylvania 33rd in economic outlook. The legislative group used conservative economists to review data and policies, and rank states by their free-market friendliness, considering tax levels, government size, minimum wage and workers' compensation costs, among other factors. 

The group approved of some of Pennsylvania's tax policies and the state's few government employees (even though the School District of Philadelphia is second largest employer in the state's largest city). Pennsylvania even 'won' first place for lowest minimum wage at $7.25 per hour. 

However, the state ranked low for personal and corporate income tax rates as well as inheritance and estate tax. The state also came in 50th place for allowing its workers the right to unionize and 39th place for providing a higher workers' compensation than most other states.  

The report, entitled, "Rich States, Poor States," may have revealed that Pennsylvania is bad home to both those with money, who are taxed for estate and inheritance, and those without, who are stuck with a dismal minimum wage. However, the state has risen in ALEC's ranking in the past decade, indicating a conservative shift in policy. This year's top five state included Utah, South Dakota, Indiana, North Dakota and Idaho, the most pro-business, low-tax states, according to ALEC's experts.
