Abortion rate falls to an all-time low since the procedure became legal in 1973.

Only 16.9 per 1,000 women between the ages of 15 and 44 received abortions. 

Declines are shown in all states except Alaska, Maryland, Montana, New Hampshire, West Virginia and Wyoming.

According to a study by the Guttmacher Institute, the drop was caused by women using "highly effective" contraceptive methods such as the Intrauterine Device (IUD) and the recent recession, which led many women and couples to delay pregnancy and child bearing. 

Between 2011 and 2013, many states have enacted 205 abortion restrictions.

The author of the study, Rachel Jones, said state restrictions on abortions in recent years did not cause the decline. "Our study did not find evidence that the national decline in abortions during this period was the result of new state abortion restrictions," said Jones in a news release. 

The study also noted the restrictions did not increase the number of abortions.

"As we monitor trends in abortion going forward, it is critical that we also monitor whether these state restrictions are preventing women who need abortion services from accessing them," said Elizabeth Nash, state issues manager for Guttmacher research.

Women in their 20's account for more than half of all abortions according to Guttmacher's fact sheet, Latino women account for 25 percent of abortions. 

Roe vs. Wade, a decision that established a women's constitutional right to an abortion, gained increased support among Latinos. In a poll conducted by Reproductive Health Technologies Project (RHTP), 74 percent of Latino registered voters agree that a women has the right to make her own personal decision about abortion without politicians interfering.
