The cities and metropolitan regions that voted Democratic are increasingly the major generators of economic value and population in America. This is the case of Philadelphia and New York, for example. "So if Republicans want to convert 2016 into a longer-term triumph they too have lots of work to do", says Jeremy Nowak, president of J Nowak and Associates, a consulting firm specializing in social investment, public policy and strategic planning. According to Newak, urban education policy will be strategic for Trump to broaden his base in cities.

The President-elect focused his message to cities on fixing schools through school choice and law and order. The choice of Betsy DeVos as education secretary is controversial. School choice generally refers to vouchers for low-income children to attend private schools (scholarships); tax credits for contributions to private schools that provide assistance to low-income children; or charter schools, which are public schools that are managed privately.
