Last week, Philadelphia City Council passed a legislation that will allow the placement kiosks that let people trade in their cellphones for cash.

The kiosks let people recycle cellphones they no longer use for cash back, instead of contributing to electronic waste by throwing phones away in the trash.

The cellphone-buyback machines, made by ecoATM, exist at Philadelphia malls like Cheltenham Mall, the Philadelphia Mills Mall (formerly Franklin Mills), and various malls just outside of the city. The machines caused a stir in City Council last year resulting in them trying to ban the kiosks. They believed the machines would increase the already high number of stolen phones.

Instead of banning the machines, Council decided to make changes to the bill. Council will have to approve the placement of each kiosk.

According to the Philadelphia Daily News, the company behind the cash-for-phones kiosks has been working with police to identify cellphone thieves. In order to use the machines, a photo of the user is taken, and the user must give a thumbprint for processing. The machine also reads whether or not the phone is stolen and reports it to police.
