Latinos activists wrote a letter last week to President Barack Obama urging him to expand Obamacare to benefit undocumented youth who have received the protection of the Deferred Action for Childhood Arrivals (DACA) program. 

Thomas A. Saenz, President of the Mexican American Legal Defense and Education Fund (MALDEF), and Jose Calderon, President of the Hispanic Federation, wrote the letter on behalf of the National Hispanic Leadership Agenda (NHLA), a coalition of 39 civil rights and advocacy organizations.

“NHLA strongly recommends that temporary administrative relief must treat all persons eligible for relief and employment authorization as lawfully present for all purposes, including eligibility for public benefits and affordable health care”, reads the letter.

According to NHLA, due to to changes made by the Obama administration to existing federal rules, those who qualified for DACA are excluded from affordable health insurance options available to all others with deferred action, including Medicaid and CHIP.

“These changes, issued as Department of Health and Human Services regulations and guidance in August 2012, deny DACA recipients the opportunity to participate in vital health programs that their tax dollars support”, reads the letter.

Although the Affordable Care Act has extended benefits to a greater number of Latinos, they are still the most uninsured racial or ethnic group. 

“As the majority of those granted DACA are Latino, the restrictions on access to affordable health coverage and care take a disproportionate toll on the health and opportunity of Latino immigrants,” reads the letter.
