As the federal government struggles with immigration reform and raising the minimum wage, New York City is impatiently pushing forward in immigrant and workers' rights. 

In Mayor Bill de Blasio's first State of the City address, he announced a program to institute ID cards accessible to all in the city despite immigration status. The ID cards could open doors to opportunities previously denied to or made difficult for undocumented immigrants, like more options for leasing apartments, the ability to open a bank account and cash checks, m and greater access to public resources in hospitals and libraries. 

Cities in California and Connecticut have instituted similar municipal ID systems that benefit immigrants, homeless individuals and children. Groups in other areas, like Pennsylvania, are working to allow undocumented immigrants to hold state driver's licenses. 

The mayor also announced plans to increase the minimum wage to a living wage, moving forward with what President Obama emphasized in his State of the Union address this year, but only instituted by executive order for federal employees.
