"Although once common, torture is now an abomination to the civilized
peoples of the earth", states the Merriam-Webster's Thesaurus to
illustrate the use of "abomination" in a sentence.

 

The irony is that we the so-called "civilized peoples of the earth" seem quite accepting of all sorts of abominations: the practice of torture (think Abu Ghraib-Guantanamo) and the abuse of civil rights and the abuse of immigrants. Delegating sensitive immigration responsibilities in the way that both the Bush and Obama administrations have done has resulted in unspeakable abuses as verified by Homeland Security's Inspector General in his report "The Performance of 287(g) Agreements".

287(g) 'malfunctions' according to the DHS report entail: no-compliance by local authorities of terms of delegated immigration authority; lack of oversight; massive detentions and deportations of non-criminal immigrants; civil rights and civil liberties concerns systematically unaddressed.

"With performance measures that do not focus on aliens who pose a threat to public safety or are a danger to the community, there is reduced assurance that the goal of the 287(g) program is being met" found the DHS Inspector General. 

"A state highway patrol officer transported an accident victim to a participating county jail to determine the victim's immigration status… The victim was detained…" denounced the Inspector General, still blaming the "performance" of the 287(g) agreements with local authorities and not the prejudiced attitude of law enforcers turned into victimizers.

Procedures and performance alone do not explain the underlying intent on attacking immigrants en-masse.  Funding for one is the first simple indicator, in 2006 allocated 287(g) program funding totaled $5 million dollars, in 2010 the figure is $68 millions dollars a thirteen-fold increase in 5 years.   The number of 287(g) agreements between DHS and local enforcement authorities went from 4 in 2005 to 66 in 2009 a fifteen-fold increase.

Then we have James M. Chaparro (a Hispanic sad to say) DHS Director of Detention and Removal Operations madly urging ICE to increase it is quota of non-criminal removals unhappy with the projected removal figures and pushing to find no matter how 90,000 additional non-criminal immigrants. 

This explains what many advocacy groups have rightly denounced as the widespread practice of pretextual arrests: traffic violations, trespassing while mentally ill (like a NY Dominican permanent resident detained and deported while suffering from schizophrenic hallucinations), or being a car accident victim with an accent.

Now its official, DHS admits it, the use and concerted abuse of 287(g) IS an abomination.
