Colleges now have a new campus safety law, and some are already failing at it.

The Campus Sexual Violence Elimination (SaVE) Act, requires colleges to include reports of dating violence, sexual assault, stalking and more types of incidents as hate crimes in their annual crime reports. Schools will also be required to detail the types of disciplinary actions they used and add gender identity and national origin to the case when determining if an incident is a hate crime.

Although the SaVE Act does not go into effect until July 1, 2015, the U.S. Department of Education asked schools to include it in their 2013 crime reports. At least 23 colleges did not include them in their reports.

The Education Department did not state whether or not the colleges will be fined.
